No, this is not an Angel's of Hell release. Although the design is fairly similar to those, note in particular that fonts on the spine differ as compared to Angel's of Hell.

Also, Angel's of Hell were always on blank tapes (no print whatsoever), while this tape has info printed on it.

We discussed this tape series above in the thread, although we don't know exactly what the actual manufacturer is - the Piratapes database denotes it simply as "Музыкальный город" (Musical City), cause that's what's printed atop of the tape. Also, the logo to the right which has letters "MC" suggests that this may be the label name indeed.
